Appearance
Rita is light and dainty looking on the outside, average-sized, decently curved, she naturally looks soft and cuddly. Her main fur and feather color is a majestic white, which turn to a light tan color on the underside near the tips, which are etched in black. Rita has black spots on the back of her neck, ears, and tail. Her tail is more fluffy than that of a normal bobcat's, but it is natural that she has extra fur, especially on her chest and shoulders, where it can even be said that it looks a little like a mane. Rita's forlegs are a grey-blue, an unhealthy color on a non-arctic bird, but normal here, and her talons are slightly long, the nails black. Her beak is slender and hooked for ripping and shredding prey and enemies and is the same blue-grey as her forelegs. Her ears are long and very slightly tubular, like a bobcat's (On her mother's side), and her head is rather small, making for less of a target. It's her eyes that stand out the most though, as they are a brilliant turqoise blue and almost seem to shine with their own light. All together, Rita will stand out in the dirt and grime of the city, but she hopes she will be a shining light for all to look towards.
Personality
Rita is surprisingly chipper for what she's been through and what she has to deal with. She is not quite loud, but she isn't afraid to let herself be heard. She is determined and a hard worker, which is a hard trait to find on the right side of the law. She has the fire of justice in her heart but she is pragmatic, knowing that she likely won't change anything. She thinks she can make a change with enough help but until then she attempts to do everything on her own. Rita really is sweet and caring but is really still just a sad little girl on the inside despite her trying to be tough.
History
She grew up on the outskirts of the city, luckily it wasn't the focal point of the main gangs, but they had their own share of troubles. They barely had enough money to survive without the constant muggings. Her father was a cop, so they were somewhat protected. She grew up thinking her father was the coolest person on earth, but after a big bust he made, he was framed and jailed when Rita was only 12. She visited him frequently but one day someone, supposedly the person who framed him, managed to murder him. With their sole steady source of income gone, Rita and her brother had to find tough work with long hours just to survive. School was out of the question.
One day someone tried to rape her on her way home, but luckily her father had taught her some self-defense. She reported it to the police, but they never did anything. It was then she got the dangerous idealistic notion of becoming a cop herself and really getting stuff done. She applied when she was 17. Nobody really cared about the police, nobody was afraid of them and the police weren't too keen to do their jobs so they let just about anybody in. Still, she managed to find one kind soul who still had dreams to make the city a better place but had given up. He taught her more advanced martial arts and gave her proper training. When she was 20 she became a full cop and started trying to make her mark on the city, but everything was against her. Nobody would work with her, nobody would get anything done. She was transferred up closer to the central part of the city for a bigger paycheck but the officers here did just about as much as the old office, which was nothing.
She got old 'friends' into the force and taught them herself in a last-ditch effort to make a push and is hoping it will be enough to garner enough support to make a difference.
